Access Insurance Association is a Minnesota worker’s compensation self-insured association. Since January of 1993 Access has provided worker’s compensation insurance to its members, having been formed to control both costs and claims.  By owning the company, the members of Access have been able to instill a new attitude about injury prevention and its effect on workers compensation insurance.   As a self-insured group, they have removed the profiteering of traditional insurance and instead focus on accurately sharing risk and controlling costs. The initial group of members has grown to 35 members providing worker’s compensation insurance to more than 4,000 employees throughout Minnesota.   In just the last 20 years, Access Insurance has returned to its members more than $9,000,000 in premium refunds.   We welcome new members that meet our membership criteria, which include:
  • Being a Minnesota agribusiness related employer
  • A minimum local net worth of $1,000,00
  • Consent to regular safety inspections and required modifications.
  • Having a current traditional work comp experience mod factor of less than 1.45
The Access Insurance Model is simple. As a member owned and controlled organization, you are funding your share of operation costs. These costs consist of three things:
  • Your share of your claims
  • Your proportionate share of your partners’ claims
  • Your share of administrative costs.
You are truly in control as you can pick your employees, pick your partners, pick your services and your service partners. This control is the hallmark difference between being self-insured and simply buying insurance where you have virtually no control.

In 2004, a subgroup of Access Insurance Association members grew tired of increasing insurance premiums (even in the absence of claims) and being dictated to by their insurance carriers and decided to form their own company. Pillar Insurance, Ltd is a group captive insurance company domiciled in Grand Cayman, which provides a member owned vehicle to finance property and casualty, crime, and D & O risk exposures.

The members’ agreement provides the legal structure to finance and manage risk between the owners. It lays out how risk will be retained and shared between the members on a policy year basis. Like the Access model, your cost in the program is your cost of coverage. It consists of:

  • Your share of your claims
  • Your share of your partners’ claims
  • Your share of operational costs

Pillar has successfully controlled its owners’ costs of property/casualty insurance, provided stability to premium pricing and total and complete control over all claims.

Parthenon Agency personnel handle and supervise all claims of the member owners of Access Insurance Association and Pillar Insurance Ltd through experienced claims people and in-house legal counsel.  The agency’s member owners are in TOTAL CONTROL of their claims.  No longer does an insurance company settle a claim over your objection and then increase your premium simply because they can.  Experienced claims people work directly with the agency’s owner members keeping those owners fully informed of the claim’s progress and taking direction from that member as to the resolution of the claim.  No claim is resolved without the direct involvement of the member owner.

We also offer unlimited training in the use of the software during the initial year to ensure that all users are comfortable with the software and how it can benefit them.

Agency personnel assist in enterprise-wide risk management. These services include:

  • Initial Overview of Operations/Facility Inspections: Risk Management conducts a comprehensive review of all operations including facility inspections. This review includes the review of written safety programs, assistance with new program development, as well as recommendations that will assist you in developing a safer workplace. A Risk Management report is shared with the member as well as complete mapping of all property and pictures of the property to assist with claims adjudication. Parthenon Agency applies underwriting standards and criteria to assist in uniform application of values and coverages for all members.
  • Property Appraisal/Statement of Values Review: As part of the initial inspection, all property is evaluated for loss settlement option using industry values. As members you are then given the opportunity to review your property values and adjust according to your risk tolerance.
  • On-Site Safety Training: Parthenon Agency staff work with members to provide on-site safety training. Members are also provided with training materials to conduct their own employee training using our safety video library. Training courses offered by Parthenon Staff include:
     o 1st Aid/CPR/AED training
     o DOT Hazmat training
     o Drug & Alcohol Recognition Training for Supervisors
     o AWAIR/RTK Training
     o Other Safety Training topics as requested.
